Tli© Riga correspondent of “The Times” says that the Soviet’s Commission, sent to Central Asian repub* lies to investigate official abases, found the debtors’ prisons, in Semi* palatinsk overflowing with Cossacks imprisoned for non-payment of taxes. Hie Commission speedily liberated 20 per cent., and expects to free a further proportion on the grounds that they have been sentenced for merest trifles and their possessions confisdited.
The Commission that the entire administrative and' judicial establishments are corrupt andl inefficient, and that they have no conception cif class justice, indiscriminately persecuting and robbing both the wealthy and the poorest.
