In. announcing the alterations in the personnel of the Railway Management to-day, Mr Coates indicated that very important changes were being made in the system of management which Hid been m operation since 1023. The system of a general mtiiiager administering previously in operation is to he reverted to on Hie retirement of the' presen members of the Railway Board at the end of this month, and the position of general manager is then to he assumed by Mr H. H. Sterling, formerly a member of the Board.
