DR. STRESEMANN’S SPEED. PARIS, Februray 2, M. Briand, replying' in the Senate to Dr. -Sireaemann's speech on foreign policy and tlie French occupation of the Rhineland, said he. welcomed this dialogue across the frontiers as permitting decisive explanations and disposing pf misunderstandings. The Locarno Pact, said M. Briand, contained promises, not certainties. Dr. Stresemaan at Locarno had the tendency to receive rather than to give. Germany must realise the difficulties which preceded healthy, mutual understanding guaranteeing the Rhineland. With all other nations Germany might bo assured that Franco was not in the Rhineland foilier OAvn pleasure. M. Briand said ho was always willing to discuss matters with Geriiiifjjbiy, whether at tho League or within; its scope. Tho Senate unanimously passed; a vote of confidence) in M, Briand.
