N.S.W. PREMIER'S COURSE OF ACTION. ADDRESS TO BE PRESENTED TO THE GOVERNOR. (Received 10.45 a.m.) SYDNEY, December 24. The caucus approved of the child endowment proposal, which will apply to children up to fourteen years. The scheme will cost the State £1,500,000 and the employers 5J millions yearly. Sir J. Carruthers' motion, which will be presented by an addivss to the Governor, states that the House submits that the course taken by Ministers is a breach of the undertaking given by the Premier, and further submits that the summoning of Parliament before the expiration of the period to which it was prorogued is not only a breach of the Premier's undertakug but also contrary to low. and constitutes a grave menace to the working of our system of Parliamentary Government.
