THE CHINESE TROUBLES. SEAMEN TAKE ACTION. FOREIGNERS IN DANGER. (Reuter). (Received 9.15 a.m.) Pekin, June 14. The. Chinese Seamen’s Union propose to- strike on the 15th on the steamers of the Indo-Ohina and China Navigation Companies. They threaten a general strike on the 20th. In connection with the Shanghai troubles, Cabinet instructed the provincial authorities to protect foreigners. MORE SERIOUS ASPECT. THE HAND OF THE BOLSHEVIST. A NOTE TO BRITAIN. (Reuter.) (Received 9.40 a.m.) Pekin, Juno 14. A noticeable feature of the trouble in Shanghai ana elsewhere is the tendency of tho students and the Government to detach Britain from the other Powers, and make her responsible. A sample of this is a Note handed to the British Embassy, protesting against British volunteers allegedly using machine-guns against the Chinese in Hankow, and stating that eight were killed ’ and eleven wounded. The Note claims that such action violated the principles of humanity. The Foreign Office therefore formally protested, and requested the Charge d’Affairs to instruct the Consular authorities to refrain from similar acts. The Note reserves the right to make further demands when the case is more fully investigated. Foreigners generally regard the Note as a sign that the Government is yielding to 'the clamour of the Bolshevists and other extremists, who are pressing a demand that China deal with Britain alone. The students’ demands now include the recall of Anglo-Japanese Ministers from Peking, the Consuls from Shanghai, punishment of the foreign chief of police, and the permanent withdrawal of Anglo-.!apanese gunboats from Shanghai.
