LOAN OF “TOTE” PERMITS. MINISTER REPLIES TO CRITICISM. Wellington, April 7, In reference to the telegram from the secretary of the Racing, Conference regarding the loan, of totalisator permits, the Hon. R. F. Bollard (Minister for Internal Affairs) said that the Gaming Act of ISOB made it clear that the responsibility for granting totalisator licenses was one which had to 1)© undertaken by the Minister, and in granting the loan of the licenses mentioned he was merely carrying out the statutory authority which the Act gave him. “The inference in the te’egram from the secretary,” said Mr Bollard, “is that I had broken the law in granting the loan of these permits. That is clearly not so. It is the function of the Racing Conference to allocate dates for race meetings, in which function I have in no way interfered nor do I intend to do so. I cannot grant to any non-statutory body the powers which the Act gives and in the decision come to regarding the licenses I have not qontravened the law in any way. The rules of racing were formed by the New Zealand racing authorities for the internal working of racing clubs, and cannot, of course, override the statute. I may say that on all occasions I seek the advice and suggestions of the racing conference on all matters connected with racing, and I must acknowledge that I have received valuable assistance, but I certainly cannot delegate t" the conference powers which I mui exercise under the 'Gaining Act.”
