DROP IN STERLING. (Received 8.40 a.m.) New York, August 28. Sterling is quoted at 451 cents to £, being the lowest for some time. The reason is not apparent, aside from the disturbed European vitua.tion, though heavy gold shipments are arriving from London to be applied in future debt payments.
