BULGARIA AND THE SOVIET. (Received 1.20 p.m.) -London, August 17. The Daily Telegraph's Sofia correspondent says:— Following measures by the Bulgarian Government against the Rus- i sdan agent, the Soviet lodged a complaint to the League of Nations, which is instituting an inquiry. iThe Bulgarian Government accordingly .placing at the disposal of the .League' all the documents seized containing evidence of Bolshevik activities against the State. Whilst waiting for the League's verdict the Soviet sent a Note to Sofia, vehemently accusing Bulgaria of a variety of unfriendly acts against the Russian Representatives, and her attitude towards the Bolshevik Government generally. The Note demands complete satisfaction and a full explanation, indemnification of the Bolshevik agents, punishment of the responsible officials, and baiiishment from Bulgaria of all anti-Bolshevik Russian fugitives. In the event of non-compli-ance, the Soviet threatens to make

it an international question, and inflict reprisals on the Bulgarian subjects residing in'Russia.
