NEAT POINT OF ORDER. Speaking on the second reading of the Discharged Soldiers' Settlement Bill on. Wednesday night, Mr It. Masters (Stratford; quoted from a speech by Mr H. Atmoro (Nelson) about a Motueka block purchased by the CJovernment for sold.'ers. The Hon. W. Nosworthy (ActingMinister for Lands) raised the point of order that the hon. member was referring to a past doba'te. Mr Masters : Yes, I am; to a debate in 1922. (Laughter). The Minister said that M r Atmoro had made the same speech this session. Mr Masters retorted that he was quoting tho speech of 1922. The Prime Minister urged that as Mr Atmore hud made tho same statement during the present session, the hon. member could not refer to the 1922 debate without reforring also to this year's debate, and must therefore be out of order. The Speaker said that ho Lad no power to rale tho hon. member out of orde r oven if the identical speech made last sessi'dn had been mado again this session. Ho could only take tho hon. member's word for it that he was. referring to the 1922 debate, and could not rule him out of order.

Mr Masters repeated that ho was referring to the TH22 debate.
