It is understood that th^'..British Covernnient considers LityinofF’s proposals for the exchange of prisoners is altogether unreasonable as they exclude the exchange of officers and demand the release of certain Russians who are outside British jurisdiction, and the surrender of many more Russians than the British. Negotiations, however, are proceeding. •
