Clemenceau (France) and Signor Scialoja (Italy) decided to establish a super-Sup’reme Allied Council, which consists of the prime ministers of Britain, France, and Italy, with a representative of the United States who must have full powers to act without referring to Washington. The Council will meet periodically, the first meeting to be in Paris at Christmas. Difficulty may arise if President Wilson declines to delegate presidential powers to a plenipotentiary.
