Four .volumes; of German documents relating iio events before the war have been published concerning which the newspaper Vbrwaerts prints an article headed "Fool, by the Grace of God." The Vorwaerts says: Whoever reads the Kaiser's marginal remarks on the document© will have no doubt that Germany before , the. .war ' was ruled by.what-.is next [ia. a madman.'
