STRATFORD BOROUGH COUNCIL.

MONTHLY MEETING.

The Council met last evening, when

there were in attendance, His Worship the Mayor ('Mr J. W. McMillan),

Councillors' W. McDonald, C. B. Walsh, B. B. Hunter, €. Jackson, J. H. Thompson, R. H. Cameron, D. J. Malone, and J. Masters. Au apology was received from Cr. T. Lawson. The Minister of Internal Affairs wrote, acknowledging receipt of the Council’s communication endorsing the resolutions recently passed by the Hastings Borough Council regarding the treatment of enemy ajiens. In reply, he stated that the matter had recently been under consideration by Cabinet, which lias decided, for the present at all events, to take no further action lit'tho direction indicated in the,resolutions, as it was considered all necessary action had been already taken. —Received. Ratepayers of Hamlet Street South petitioned the Council to form a foot>path. They pointed out that they had paid rates on the street for many years, and contended that no street in the town had been more neglected. There was, no footpath, and the road 'had only a pit-gravel surface, which in wet weather became water-logged. The Borough workmen were continuously at work on other streets which had good footpaths as well as roads.

They thought it was only justice that Hamlet Street South should get some attention. The petition was signed by the following:— James Fredrie, Albert i Welch, T. I. Lama son, M. Horses.—Another horse is required, and we recommend that Crs. Masters and Cameron be empowered to purchase one.

Hamlet Street South.—A petition asking for a. footpath has been received. Your Committee will report on this at next meeting as an estimate of the cost of work has ,to be prepa red. —Adopted. ! ENGINEER’S REPORT. Mr Sullivan reported f ou the progress of the works for the past month ! as under:— I Water tables have been cleaned out in the following streets: Hamlet , Street between Page Street and Opui make Road. Warwick Road from top lof hill to boundary ou east side. Fenton Street from Cordelia Street to

Footpaths cleaned off between Page Street and Opnnake Road.

Footpaths repaired near St. Mary’s School, Broadway, North. Miranda Street opposite Mr Moon’s property. Page Street near Mr Abraham's. A crossing lias been made to Mr Brown’s property Pembroke Road East.

A culvert has been inserted across footpath opposite Mr Cook’s house, Orlanda Street.

Metal patching has been done on Broadway, Pembroke Road and Celia Street.

One hundred and twenty-two cubicyards of shingle have boon crushed. A part of the old Cemetery and reserve fence has been repaired. Excavations for the new shod' and bins have been completed.'

The concrete foundations for the bins have, been laid. The building of the bins will he put in hand as soon as possible. One hundred and eighty cubic yards of £ inch metal, 106 casks of tar and 3 trucks of timber have been carted from the railway station for street loan purposes. The timber has been stacked and filleted. The work of putting in foundations

for the shod will be put in baud immediately. Six yards of shingle and four of grave) have been carted to the abattoir. 1 have prepared plans and specifications for the Cordelia Street Suspension bridge. Tenders for which will be before you on Monday next.

The old horse Dan died during the month. Water Works.—All water mains nortii Page 'Street have been scoured ed out. Those on the south side of the Borough will be scoured out tomorrow. Alterations to water mains in Broadway between Seyton Street and Lear Street have been completed. One water service has boon put in during the month. Sanitation. —'One sewer connection has been put in. Three soak pit systems have been installed outside the drainage area. I would suggest that the 'lnspector of nuisances bo instructed to rapidly enforce By-law - No. 13 to 17 inclusive, Part 15 Sanitary and Public Health. The enforcement of these by-laws would bo a check on the flv pest nuisance. Cr Masters stated that the sanitation clause would empower the Inspector to enforce the by-law requiting residents in tboarea mentioned to have covered pans for removal of refuse from their premises. The report wa« adopted. LIGHTING COMMITTEE’S REPORT. Electrical Engineer.—Applications closing 30th instant have been invited for the temporary position nt Engineer. ~ ■ Hydro Electric League..—lnvitations have been issued to all local bodies in Taranaki to meet in conference at Stratford on 17th October for the purpose of forming a Taranaki Hydro Electric League. Sales and Repairs.—We recommend that the cash system be introduced for all amounts of 5s or under. —Adopted. ELECTRICAL ENGINEER’S REPORT. Mr Hollands reported as under Hydro Station.—This plant is running well, and the usual overhaul of turbines has taken place during th« month. Diesel Station.—This plant is running well: a barbary hedge has been planted around the section. , Transmission Lines. —New poles and H. T. lines of larger section are now being erected from Fenton Street along Broadway to Opunake Road, and new H. T. line from Opunake Road to Romeo Street, to replace the old bearer-system.—Received. GENERAL COMMITTEE REPORT. Abattoir.— Small bird nuisance: We recommend that all openings bo wire netted in order to prevent above nuisance. Estimated cost, £lB. —Adopted. J THE ABATTOIRS. The Abattoir Manager (Mr Kinnea Ross) reported that the following stock were slaughtered during the month Fifty cows, 11 heifers, 30 oxen, 8 calves, 200 sheep, 3 pigs. Thirty-six tripes were prepared, and the fees for the month totalled £33 10s 6d.—Received.

THE LIBRARY. The Librarian (Miss M. Laverty) reported for the month: Books issued 1239, returned 1260, odd books issued' 150, returned 162, books added GO. Four subscribers were added, and the subscriptions collected totalled £7 12s 6d.—Received. THE RANGER’S REPORT. The Borough Ranger (Mr W. Roweon) reported that during the month he had taken fifteen horses and six head of cattle oil' the streets. Several persons had been notified to out hedges, but they had not been attended to. ’ Back yards of fruit and fish shops had also been attended to.—Received. GENERAL. Or Thompson mentioned that certain culverts in Fen toil Street were too small to carry the water at certain periods, thus causing wash-outs. He moved "that the Works Committee report on the matter. —Carried. It was decided to call the attention of the owner to the unsightly appearance of the front of his shop in Broadway. Accounts totalling £B5l 12s 6d were passed for payment.
