NEW RECRUITING SCHEME. Press Association—Copyngnt Melbourne, February 25. Mr Hughes outlined a new recruiting scheme, providing for the appointment of a Royal Commission to decide how many recruits are wanted monthly, for an increase of separation allowance to married men by 33 1-3 per cent., and for paying 4-J per cent, interest on soldiers' deferred pay. Eligible men are to be asked to submit their names to a district ballot and to enlist if drawn to make up the quota for any particular month. Re emits are to be insured, and bonuses paid recruiting sergeants. Returned soldiers are to replace any eligible men whose circumstances do not debar them from.enlisting, but who will not enlist.

The recruiting policy provides that enlisted men after a short period in camp will be given leave on pay to canvass for recruits in their home localities,- a bonus of ten shillings to be paid to recruiting sergeants fo» each recruit actually enlisted. PERSONS OF ENEMY BIRTH. A special magistrate will he appointed to inquire into, eases of persons of enemy birth in the employ.of the Commonwealth.
