Senator Ford announced that work had been started on a two billion dollar plant designed exclusively for the manufacture of a fleet of new vessels, which, he chums, will solve the U-boat problem. President Wilson lias issued a proclamation fixing the minimum price of 1918 wheat at 220 cents, and urging farmers to serve humanity by hastening deliveries. The President indicated that farmers would be exempt from the draft. The Government hay published an official report as the result of an exhaustive examintiun of the Central Powers' food conditions. Shortly stated it shows that Turkey is actually starving, Germany and Austria are suffering horrible privations, but there are better conditions in Hungary and Bulgaria. The Austro-Ger- : mans are undergoing permanent physical deterioration because of lack of food, the death rate is increasing alarmingly, while youths and laborers are only half nourished. Germany's transportation facilities have broken down, with the result that hunger is daily spreading, and the authorities have not yet been able to relieve the situation.
