(1) by requiring payees to write the amounts in words when requiring receipts, (3) by making a regulation to the effect that certifying officers cannot operate on either imprest accounts or deposit accounts without the counter-signature of another responsible officer. Radcliffe was sentenced to nine months with hard labour.
