The Roumanians are reorganising behind the Russians. | It is reported the Germans have levied four millions sterling upon Bucharest, and ordered Roumanian paper-money to bear the German stamp to the amount of 15 per cent, of the face value. The Germans have promised full civil and political .liberties to the Jews.
