The Freedom of Edinburgh w-as conferred on Mr Massey. The latter, acknowledging the honor, said he was prepared to accept an Imperial Council as a preliminary to a fuller Imperial Parliament, the Council to meet yearly in London or in one of the Dominions. Taxation without representation was wrong. When the Dominions had given 750,000 of their best man; hood, and much treasure, the argument was all the stronger.

PAPERS MULCTED IN LIBEL. MAYOR OF YPRES WINS CASE. (Received 8.50 a.m.) London, November 21. Before the King’s Bench, M. Rene Colateart, Mayor of Ypres,. sued the Pall Mall Gazette and the Manchester Guardian for libel in alleging that Colateart was a traitor and should he shot for concealing arms and ammunition in Ypres for the Germans. A verdict was given by consent for £I3OO and costs. . , , M.P. IN BAD ODOUR. RESIGNATION OF MR OUTHWAITE DEMANDED, (Received 8.50 a.m.) London, November 21. A public meeting at Hanley passed a resolution of indignation at their representative, Mr Outhwaite’s lack of patriotism, and calling on him to resign; and also, asking the Mayor oo call a meeting to request Mr Asquith in legislate and remove Outhwaite from Ids constituency, whose views ho no longer represents.

Outhwaite was elected to represent Hanley at a by-election in July on the death of Mr Enoch Edwards, when, as representative of the Liberal Party he polled GG47 votes to die rnionist’.s 5093, and the Laborite’s !6')J.
