Diack market and other rackets in the adoption of children are to be stamped out in Britain. As soon as the necessary arrangements can be made, the Adoption of Children (Regulation) Act, 1939, win come into force. Any individual society, or agency, however irresponsible, can now arrange adoptions. The Act will stop that. Only registered adoption societies or local authorities will in future be able to “place” babies and children. Proper official supervision will also be necessary, while payments for adoption will be restricted. Due to come into force' on January 1, 1940, the Act was put into cold storage because it might put too much work on local authorities. Since the war, however, there has been, a growing abuse of adoption. Babies in increasing numbers have been adopted by women to evade call-up. Some mothers have “hawked” their new-born babies to the highest bidders. ENGAGEMENT The engagement is announced of Jean, only daughter of Mr A. Stewart, Mornington, Dunedin, to Frank McLean, Invercargill, younger son of Mrs M, Neilson, Tapanui. ;
