Enforcement Of By-Laws “I have again to draw the council’s attention to the impossible position created by its deviation from its own by-laws and repeated decisions and directions to me, and the fact that it is Impossible for its officers to endeavour to apply the by-laws if the council does not enforce them. I have a number of cases of improper crossings on hand, but it is useless to take action if it is not going to be enforced,” stated the city engineer, Mr F. M. Corkill, in the course of a report presented to the City Council at its meeting last night on the question of enforcing property owners to replace dished crossings with culvert crossings. The report added: “As to the request for me to report on the cost of widening private crossings to 10 feet, there appears to be some misunderstanding, as the standard crossing is-now 10 feet wide, and is put in at a charge of £2. which is a loss to the council of at least 10/6 on each. The present width is quite adequate for careful drivers of private cars. If any increase in width is desired, it can be taken that each extra two feet width will cost 10/- additional.” The Works Committee reported that it had visited certain localities where requirements had not been compiled with. The committee recommended that further notice be served by the city engineer and that if no reply was received within seven days the crossings be removed and kerbing installed. The recommendation was approved.
