E.P.S. CONFERENCE
DISTRICT CONTROLLERS Interviewed on his return from Christchurch where he attended a conference between the Regional Commissioner for the South Island, Colonel W. T. Churchward, and the six South Island district controllers of the E.P.S. organization Mr H. J. Macalister, district controller for No. 15 E.P.S. area, which extends from Balclutha to Stewart Island, said that a full discussion took place on matters affecting E.P.S. organizations, having particular regard to the co-ordination of the activities of the various E.P.S. organizations and also co-ordination between the E.P.S. and the Army and Home Guard. Mr Macalister expressed the opinion that the system of district control under a regional commissioner should attain the objects for which it was created. Under this system, each district controller was responsible for the efficiency and co-ordination of all E.P.S. within his district. It was his special function to co-ordinate the operations of the several emergency precaution services and to assist them to secure uniformity of organization and methods, and generally to promote the efficiency of these services.
