ANGLING FOR SUPPORT IN BALTIC STATES (Rec. 11 p.m.) LONDON, Feb. 27. According to Stockholm reports the effect of the recent Russian successes are distinctly noticeable in Latvia and Estonia. The Germans feel that the successful prosecution of- the Russian thrusts threatens not only the whole Leningrad campaign, but will make the German tenure of the Baltic States uneasy. The 'Germans are already adjusting their methods to suit changing prospects and are angling for the support of Estonians and Latvians for the German cause. Both peoples dislike the cause, and desire their own liberty. They are distrustful of the Germans, who dangled the bait of independence but, after occupation, began incorporating both countries into a German colony, Ostland, without a semblance of local autonomy. The Germans last week informed the Estonians that they could openly celebrate national day, using their own flag, and make speeches about liberty and independence.
