CONGRESS REVISES NEUTRALITY ACT

RESTRICTIONS REMOVED FROM U.S. SHIPS BILL TO BE SIGNED ON MONDAY (Rec. 11 p.m.) WASHINGTON, November 13. The United States House of Representatives, by 212 votes to 194, passed the Bill revising the Neutrality Act, which enables American merchantmen to be armed and to enter combat zones. The Senate has already passed the Bill, which will be signed by President Roosevelt on Monday. It is emphasized that the closeness of the voting was caused by dissatisfaction with the Administration’s handling -of the labour situation. The voting did not reflect the opinion of the majority of Americans, who favour aggressive aid to Britain. Details of the voting show that 189 Democrats, 22 Republicans ,iand one American-Labour representative voted for it and 137 Republicans, 53 Democrats, three Progressives and one Farmer-Labour representative against it. The Navy Department said it was ready to start putting guns on merchantmen when the Bill was signed on Monday.
