TROOPS DESPATCHED TO MANCHURIA
AGREEMENT WITH VICHY RATIFIED (United Press Association—Telegraph Copyright) (Rec. 1.20 a.m.) LONDON, July 28. The agreement between Japan and Vichy providing for the Japanese occupation of bases in French Indo-China has been ratified by the Privy Council in Tokyo, in the presence of the Emperor. It is expected that the Japanese will complete the occupation in two or three days. Foreign observers are of the opinion that further moves are planned by the Japanese. They state that the Japanese armies in Manchuria and Korea are being strengthened and more troops have been landed on Hainan and Formosa. The Japanese have also mined the Straits of Tsushima, scene of their famous victory over the Russian Fleet in 1905. As a counter-move the American Government has advanced £2,000,000 to the Philippines Government for immediate defence projects. The East Indies Government today applied immediately effective sanctions against Japan as a result of which all monetary and goods traffic with Japan will be dependent upon special permits. This action suspends the recent agreement under which the yen was linked with the guilder, also the oil agreement under which Japan received 1,800,000 tons of petroleum products annually. Other vital products now not available to Japan include rubber, tin, vegetable fats and quinine.
