ILS* Proposals tor Protectorate LATIN REPUBLICS SOUNDED (United Press Assn.—Telegraph Copyright) (Received July 17, 7 p.m.) SANTIAGO, July 16. The Foreign Minister, Senor Saenz, disclosed that he has received and is now studying a Note from the United States on the establishment of a protectorate over European possessions in Central and South America. A message from Washington says that informed circles consider that the United States is sounding out the American states on the establishment of a protectorate over European possessions in the western hemisphere as a part of the preliminary steps to several questions the Havana Conference is likely to consider. The State Department has no knowledge of a formal Note sent to Chile, but it is not denied that the United States Ambassador (Mr C. G. Bowers) in Santiago might have presented a memorandum on the matter. From Havana Senor Havia, a former President, has sent a message to Mr Roosevelt proposing a Pan-American patrol flotilla composed of warships for defence of the coasts of the American republics.
