The State Department has no knowledge of a formal Note sent to Chile, but it is not denied that the United States Ambassador (Mr C. G. Bowers) in Santiago might have presented a memorandum on the matter. From Havana Senor Havia, a former President, has sent a message to Mr Roosevelt proposing a Pan-American patrol flotilla composed of warships for defence of the coasts of the American republics.
