BUDGET DEBATE CONTINUED

Paucity Of New Subjects DELIBERATIONS MAY BE SHORTENED * (From Our Parliamentary Reporter) WELLINGTON, July 16. Although the major portion of the sitting of the House of Representatives today was occupied with the continuation of the Budget debate the most important development was the announcement by the Prime Minister of the formation of a separate Cabinet to deal with the war effort. As this Cabinet of five members includes two from the Opposition it is probable that its work will shorten the deliberations in the House by a considerable extent. However, there was no sign of the Budget debate being abbreviated, although the paucity of new subjects for consideration became greater as the sitting progressed. This was not surprising when it is considered that during the six days of debate 16 Government, 13 Opposition and three other members have discusesd the Budget proposals and war effort. The main points made were the weight of taxation on the lower salary scales and the effects that may accrue from the Government taking over securities held by New Zealanders in other parts of the Empire. Before the House rose three Bills implementing the Budget proposals were introduced. These, together with the remainder of the Budget debate, the taxing Bills introduced last week and the estimates should keep the House busy for some days to come.
