FOREIGN LEGION OFFICERS.— For the first time in history foreigners who have served as officers in their own or other armies will be admitted to the Foreign Legion as officers. (Paris.) SHORT WAR EXPECTED— The Belgian Minister of Finance, M. Gutt, told the Chamber of Deputies that the Finance Committee’s latest fiscal measures were based on the expectation of a short war.
