PROVISION TO ACCUMULATE RESERVES (Received June 9, 7.20 p.m.) LONDON, June 9. Moving the second reading of the Ministry of Supply Bill in the House of Commons, Dr Leslie Burgin, the new Minister, said that the Government did not intend to interfere with firms carrying on export business until it was essential to do so in order to get some article immediatelv for public service. The Bill took power to finance the accumulation of reserves by traders and also to require manufacturers to give Government work priority. The Minister of Supply was empowered to prevent swollen costs. The Ministry would become responsible for the expenditure of about £109,000,000 a year. Labour members opposed the Bill on the ground that it provided that the Ministry should take over only some and not all articles intended for use in war time. The second reading was carried by 235 votes to 114.
