DR NEGRIN NOW IN MEXICO

ARRIVAL REPORTED BY NEWSPAPER MARTIAL LAW PROCLAIMED IN MADRID (United Press Assn.—Telegraph Copyright) (Received March 31, 9.5 p.m.) NEW YORK, March 31. The Mexico City correspondent of The New York Times says that the newspaper El Mundo reports the arrival of the former Spanish loyalist Prime Minister (Dr Juan Negrin) abroad a private yacht at Tampico. His luggage occupied half a railway goods car and there was much speculation about the contents of it. Efforts to confirm the report-are at present unsuccessful.

Martial law has been proclaimed in the city, states a message from Madrid. Civil Guards are conducting a house-tq-

hotfse search. Preparations are being made for a victory march, including a parade of 100,000 women wearing mantillas.

A decree orders public employees, soldiers, nightwatchmen and all with a knowledge of the crimes committed under the Republicans to appear before a Military Court within three days. It also demands the handing over of the Republican propagandist documents. A message from Algiers says that General Jose Miaja, the former Republican commander-in-chief, arrived at Algiers in tears. He said that resistance was useless and the war had ended. The British steamer Stanbrook arrived off Algeria with 1800 refugees. Boat loads of refugees continue to arrive at Aran, but are not permitted to land. General Franco has taken over enormous quantities of v(ar material. Many prominent persons. who were unable to escape from Madrid were arrested, including the Lord Mayor, Senor Rafael Henche. . Senor Julio Besteiro remains in his quarters in the Ministry of Defence buildings. Special food is sent in to him, but the Nationalists deny that he was arrested.

ITALIAN KING SENDS MESSAGE “REBIRTH OF GREAT AND FRIENDLY NATION” ROME, March 30. King Victor Emmanuel of Italy has sent a telegram to General Franco as follows:—“While the valorous troops of Nationalist Spain are performing heroic deeds I wish to express to you the admiration of myself and of all Italians, who salute the rebirth of a great and friendly nation as a triumph of justice.” . _ The last letter signed by Pope Pius XI was a blessing on General Franco s daughter, at her special request.
