POWERS’ DECISION ON WAR RIGHTS
THREAT OF “OBSTACLE TO GOOD RELATIONS” (United Press Assn.—Telegraph Copyright) (Received November 27, 6.30 pm.) LONDON, November 26. A special correspondent of The Times at Hendaye (France) says the news that the British and French Ministers had agreed that belligerent rights could not be conceded General Franco until the Non-Intervention Committee’s agreement for the evacuation of foreign troops was carried out evoked bitter criticism by the rebels. The Nationalist Cabinet, after discussing the matter at length, issued a statement saying that “further delay in the granting of belligerent rights will be a serious obstacle to good relatipns between Nationalist Spain and those countries responsible for haggling over what Nationalist Spain considers her right.”
