The Geneva correspondent of The Daily Telegraph says that the League Economic Committee, reporting to the council reviewing the raw materials question, formulates principles to which governments should conform. Mainly, they are that raw materials should not be subjected to any export prohibition restriction except in pursuance of an ' international regulations scheme and should not be subjected to export duties unless imposed at a uniform rate irrespective of the country to which the goods are exported. Foreigners should have the same rights and facilities as nationals for developing natural resources both in sovereign countries and colonial territories, subject to their obeying the laws.
