CHANGE IN SOUTH AFRICAN MANDATE OPPOSED

CAPE TOWN, December 3.
The United Party Congress unanimously passed a resolution that the South-West African mandate was essential to the Union’s safety, and that the Union’s policy of controlling the region was unalterable, the only alternative being that South-West Africa should become a fifth province.
