China has sent a Note to the League of Nations protesting against Italy’s recognition of Manchukuo as a contravention of the Nine-Power Treaty, the League Covenant and the League’s resolution on the Sino-Japanese conflict. The British and American ConsulsGeneral have protested to Manchukuo against the enforcement of exchange controls against British and American banks. The Domei news agency (Tokyo) states that the protest was rejected on the grounds that if Britain and America desire the same privileges as Japan they should recognize Manchukuo and negotiate for an agreement.
