FRENCH APPEAL FOR GERMAN GOODWILL
FAILURE TO AGREE “A TRAGIC MISTAKE” (Received October 31, 6.30 p.m.) PARIS, October 30. The French Foreign Minister (M. Yvon Delbos), appealing for a FrancoGerman accord enabling final peace, said at the Radical-Socialist Congress at Lille that both countries, after tragic tests, had justified themselves in history. It would be a most tragic mistake if they failed to agree.
