INCLUSION IN LOAN PROPOSAL SCHEDULE AMENDED BY COUNCIL A list of works of an estimated total cost of £176,000, which were suggested as suitable for inclusion in the loan proposal under the Government s scheme fox - subsidizing labour, was submitted to the City Council at its meeting last night by the city engineer (Mr F. M. Corkill). The works committee recommended that certain of the items on the city engineer’s schedule be deleted. The committee’s recommendations, with the addition of a provision for the inclusion of £6OOO for sealing footpaths which have been reconstructed, were adopted The suggested list of works was as follows:—

Total £176,000 Discussing the various works, the city engineer’s report stated:— “The first six items have already been dealt with. The kerbing and channelling is essential work. No paths or streets can ever be properly constructed and maintained without kerb and channel. Numerous small water mains, three inches in diameter, on the flat and in the Burton district, have previously been reported as requiring to be replaced by larger mains. “Several foul sewers are seriously overloaded as a result of continued extensions to a main never properly proportioned to the work eventually to be done. The main intercepting sewer which runs north along the railway from the Spey street pumping station to Filleul street is overloaded, particularly from Lowe street northward. The 15-inch pipe which crosses Queen’s Park takes the whole of North Invercargill south of Herbert street and all East Invercargill north of Baird street, and it then at Thames street is reduced to 12 inches and frequently floods, and has for many years been provided with an overflow at Kelvin road into the stormwater system. The Duke street sewer is overloaded and floods near Lees street, where a relief overflow to the stormwater system had to be put in several years ago. “I have included provision in item 10 for the construction of some of the man-holes (of which 900 are required!, the rebuilding of old drains (such as have given trouble recently in Tay street, East road, Tyne street, etc.), and for the completition of the Thames street-Avenal street drain, now an open ditch. It is necessary that some fund should be provided out of which any town planning improvements can be financed pending the collection of betterment.

“The scraping of water mains was mentioned in the council’s resolution, but such work should not be done until after the water treatment plant is completed and then should be accompanied by proper relining of the cleaned pipes. I have inserted £12,000 to deal with the old town. “All the works recommended must some day be done, but such necessary works are usually put off when the annual estimates are considered for the reason that yearly revenues do not permit of their being undertaken.” COMMITTEE’S RECOMMENDATIONS The engineer’s proposals were considered by the works committee, which made the following recommendations: — (a) That kerbing and channelling construction, £20,000, be deleted from the schedule. (b) That the replacement of small water mains, £6OOO, and duplication of overloaded foul sewers. £lO,OOO, be included in the proposed loan schedule. (c) That for improvements and extensions to stormwater drainage, an amount of £5OOO be included in the proposed loan schedule. (d) That, as town planning improvements, £2OOO, cannot be included in an application for a loan under the Finance Act No. 2, 1936, which provides for the promotion of employment, this item be deleted from the schedule. (e) That for cleaning and scraping of water mains, town block only, an amount of £5OOO be included in the proposed loan schedule for this work. In addition to the schedule, the committee, on the city engineer’s suggestion, recommended that an amount of £5OOO be added to the schedule for the work of concrete facing the east side of the Waihopai embankment, north of Fox street.
