The Salamanca correspondent of The Daily Telegraph says that General Franco’s decree for the merger of the Falangistas (Fascists) and Carlists in a “Spanish traditional phalanx” is tantamount to a British leader in war time merging Conservative and Labour supporters in one organization. General Franco also makes his first reference to a restoration of the Monarchy. “When we complete our spiritual and material advance we shall not close the door to the possibility of reinstating the regime which forged our national unity and history,” he declared.
