BRITISH NOTE TO POWERS
GROUNDWORK FOR THE LOCARNO MEETING
MR EDEN RETURNS TO FOREIGN OFFICE
(British Official Wireless.) Rugby, September 17. The Foreign Secretary (Mr R. A. Eden) has returned to the Foreign Office. He is engaged in completing the draft of a Note which will be handed to-morrow to the ambassadors to London of France, Germany, Italy and Belgium. This Note will contain the proposals for making progress in the first stages of the diplomatic preparations for the proposed meeting of the five Locarno Powers. Diplomatic negotiat'"'!.'? would, it has always been recognized, be necessary before a meeting of the five Powers could be called and Mr Eden’s purpose in handing the communication to the ambassadors before his departure to Geneva is to obviate any loss of time caused by his absence from London while attending the meeting of the League of Nations.
