| (United Press Assn.—Telegraph Copyright.) '(Rec. 1.10 a.m.) London, September 17. The Daily Telegraph says that momentous questions confront the .League of Nations. Britain will be re(presented by a delegation of 70, including the Foreign Secretary (Mr R. A. Eden), his Under-Secretary (Viscount jcranboume), the Lord Privy Seal (Visicount Halifax), the President of the (Council (Mr Ramsay MacDonald) and I the Financial Secretary to the Treasury (Mr W. S. Morrison). Almost every subject on the agenda is controversial.
The reform of the League is expected to be referred to a political committee ' of over a dozen governments, including i France and Russia. New Zealand has (sent in a memorandum, on which Brittain will share her views in the course (of the discussions, but she considers I that reform is at present not practical politics.
France has decided to take the initiative in two directions: the limitation of armaments and the improvement of the disastrous economic situation in Europe.
