Germans Ruled From Berlin (United Press Assn.—Telegraph Copyright.) Cape Town. June 12. The judicial commission which recommended that Get man South-West Africa be incorporated into the Union of South Africa, as it considered the present form of Government a failure, states in its report that Nazi activities render the present administration impossible. The population is dragooned by orders from Berlin, and the swastika is displacing the Union flag. Recalcitrant Germans are also being reported to Berlin, where the Nazi regime persecutes their families who are living in Germany.
