DICTATORSHIP FOR JAPAN. (United Press Assn.—Telegraph Copyright.) Tokio, December 13. Baron Ikki, President of the Privy Council, has resigned after a bitter attack by a powerful section, of the services in furtherance of their campaign to render the services independent of Cabinet which aims at paving the way for a monarchical and militarist dictatorship.
