Argentina has contracted for the services of Mr F. F. J. Powell, of the overseas and foreign department of the Bank of England, who visited Buenos Aires with Sir Otto Niemeyer in connection with central banking organization. With finger-tips on a tiny instrument called a teletactor, Harry Goddard, a deaf youth, carried on a conversation with his teacher, audible to a room full of listeners at Chicago. He has learned to feel words by vibration in the instrument.
