“I have been very much impressed with your wonderful way of managing townships and cities in New Zealand, and with your great social legislation, for which New Zealand is noted, said Dr Toyohiko Kagawa, the Japanese social worker and reformer, speaking at a luncheon given in his honour at Christchurch on Monday (states the Press) "I have been delighted to see the great work which has been achieved here in such a short time, continued. “and I admire your wonderful capabilities for administration and opening up new territory.” Dr Kagawa remarked that the Anglo-Saxons seemed to have capacity for administration beyond that of other peoples.
