“WEARING CRUST GONE” DECREASED EXPENDITURE “The funds provided for the upkeep of streets were again seriously less than the amount necessary for the proper carrying on of the work. I have again to point out that this policy is resulting in the loss of the investment represented by the crust of the road ana that serious trouble and heavy expenditure will result.
