HOUSE OF LORDS DISCUSSION. LORD SALISBURY’S ATTACK. (United Press Assn.—Telegraph Copyright ) London, June 6. The House of Lords read a first time the India Bill. After Lord Salisbury had delivered half an hour’s attack on it Lord Ponsonby protested against the tirade being made on the first reading without notice.
Lord Halifax, replying, pointed out that Lord Salisbury’s procedure .was so unusual that only five times had it been followed since 1846, twice out of the five by Lord Salisbury himself.
