CHANGES ANNOUNCED. (United Press Assn.—Telegraph Copyright.) (Rec. 12.45 p.m.) Rome, January 24. Signor Mussolini has announced big changes in the Cabinet. King Emmanuel has issued a decree accepting the resignations of the Ministers of Finance, Agriculture, Public Works, Communications, Justice and Land Improvement, and appointing new Ministers, all of whom are young men. Signor Mussolini will continue to hold the remaining eight portfolios. All under-secretaries also are replaced. It is a State readjustment, not sensational, but merely a “periodic changing of the guard.”
