INCREASED EXPENDITURE. EMERGENCY MEASURES. (United Press Assn.—Telegraph Copyright.) (Rec. 7.0 p.m.) Washington, January 3. The Treasury announces that vast increases in emergency expenditures have brought the Government’s deficit at the end of December to 1,152,000,000 dollars compared with a deficit a year earlier of 1,636,000,000 dollars. The public debt at the end of the calendar year was 23,813,000,000 dollars, an increase of 3,008,000,000 dollars in the year, compared with the war-time peak of 26,506,000,000 dollars on August 31, 1919- ______
