OFFICE FROM THE INSIDE. London, December 15. In an address to Colonial Office officials Mr J. H. Thomas said: “A few years ago I was foolish enough to write a book entitled ‘When Labour Rules.’ One of my first experiences as Secretary for the Dopiinions concerned some difficulty upon which my secretary asked: ‘Do you think we ought to turn to page 12 of your book for a solution?’ “I replied: ‘Oh, no, knock that out. We’re dealing with practical things now.’ ”
