PLANS TO IMPROVE CONDITIONS. (United Press Assn.— Telegraph Copyright ) (Rec. 7.10 p.m.) Washington, May 7. Mr Roosevelt to-night outlined his ideas for a partnership between the Government and agriculture, industry and transportation. He said his measures proposed to give industrial workers a “more fair wage' return to prevent cut-throat competition and unduly long hours for labour,, and at the same time encourage, each industry to prevent over-production.”
