The Green Crescent Association, a temperence organization in Constantinople, has addressed the Prefect Stamboul asking that drivers of motor cars should be called upon to undergo a medical examination. and should be prohibited from 'driving where an analysis of th blood proves that they are addicted to the drinking of alcoholic liquors.
