SIND-JAPANESE DISPUTE. (British Official Wireless.) Rugby, March 18. A further effort to make completely effective the cessation of hostilities at Shanghai will be made to-morrow when the Chinese and Japanese representatives will meet at the British Consulate in Shanghai together with representatives of Britain, the United States, France and Italy. The British Minister in China, Sir Miles Lampson, will be the British representative at the meeting. SETTLEMENT NEARER LATEST JAPANESE STATEMENT. (Rec. 5.5 p.m.) Shanghai, March 19. What is regarded as the final meeting to 'iccure a Sino-Japanese Agreement was held this morning at the British Consulate. Yesterday the Japanese. Minister, Mr Shigemit.su, received final instructions from Tokio signifying the Government's willingness to confine the proposal to three points, namely ■ — ■ (1) Chinese troops to remain in their present position pending a later settlement of political aspects. (2’ Japanes? troops to withdraw to the Internationa! Settlement and from extra settlement roads in the Hongkew district. (3) A joint Sino-Japanes commission with neutral members to supervise withdrawal and administration of the evacuated areas. Later the foreign Ministers announced that matters were proceeding smoothly. The two countries had been brought closer, and it is anticipated that a complete settlement will be reached this evening. A proclamation announcing the convocation of the first Parliament early in July will mean the introduction into this country of the first modern legislative system by the new Manchurian State.
